    The Secretariat Pro-Tempore of the Tenth Conference of the Ministers of Defense of the Americas wishes to inform you that as a result of the Preparatory Meeting, the Secretariat Pro-Tempore will create virtual “ad hoc” group to evaluate the points that did not result in a consensus at the “ad hoc” committee.
 
    We invite all interested member states to participate in the aforementioned group by contacting your point of contact at your respective ministries.
 
 
Exchange of opinions over Tenth CMDA’s Agenda Held
 
    According to the duties drafted in Article 34 of the CMDA’s bylaws, on August 6, at the Air Force Club, a forum on the contents of the Tenth CMDA’s agenda was held. The Tenth CMDA will be held in October at Punta del Este where Uruguay will act as President Pro-Tempore for the Conference.

    Through the participation of numerous organizations, the forum successfully exchanged opinions over the Tenth CMDA’s agenda. The forum completed its objective by producing an exchange of views from numerous viewpoints and enriched and broadened the depth of the topics discussed. 

    The event proved to be very positive, bringing together the dialogue of diverse perspectives on the agenda topics, while recognizing the diversity of opinion among those present.

Uruguay seeks to consolidate agenda of the Tenth Conference of Defense Ministers

For the Secretary of Defense Jorge Menendez, the main work of the preparatory meeting of the Tenth Conference, ahead of its tenth session, is to take positions towards a common line for Ministers to have a more efficient treatment issues defense. He noted that countries of UNASUR are common positions and worked as the Central American countries and northern hemisphere hold very different positions on various issues, recalled the Secretary. 

One of the issues to be addressed is the effect of inter-American system, because today there are agencies like the Inter-American Defense Board (which orbits in the OAS), the International Treaty of Reciprocal Assistance. For Menendez, "are organisms within an epoch dating from the Cold War, in a context where there are no conditions of that time is good to ask the validity of these organizations, which even failed when it was necessary to require support and carry them practice. 

The Conference of Defense Ministers of the Americas was created in 1995 with input from the countries of the continent and the Caribbean. It is the most important forum of debate on defense issues in the hemisphere. The process began today with preparatory meetings leading up to the X Conference to be held in Punta del Este with the meeting of Ministers

Pro Tempore Secretariat of the X Conference of Defense Ministers of the Americas calls for Observers

CONFERENCE OF DEFENSE MINISTERS OF THE AMERICAS
 
Pro Tempore Secretariat of the X Conference of Defense Ministers of the Americas is pleased hereby to inform all organizations and institutions who are interested to attend the X Conference to be held on October, Executive Secretariat is receiving applications for membership as an observer, in order to be submitted for consideration by the Preparatory Meeting Assembly to be held on April 16th and 17th.

Those interested should send a verbal note to the Executive Secretariat, by email to uruguay.xcdma @ mdn.gub.uy.
Once the Preparatory Meeting culminates, the Executive Secretariat will contact each applicant to inform the Assembly resolution.
Finally, according to Regulations we inform that those who participate as observers are not entitled to vote and may not sign any agreement, recommendation, resolution, minutes or any other official document of the Conference

On January 13, 2012 Note 001/DAICDIH/MULT/2012 was sent to all Defense Ministries and their equivalent of the CMDA member States confirming that the Preparatory Meeting of the X Conference of Defense Ministers of the Americas will be held in Montevideo on April 16-17, 2012.

The Pro-Tempore Secretariat will be in charge of the expenses for 2 participants per Delegation as follows: accommodation, local transportation and meals according to the Draft Agenda.

The Delegates will be in charge of any extra expenses made in the Hotel such as phone calls, mini-bar, laundry, etc.

All Delegates must hold a valid passport, except in case of Delegates from countries with which Uruguay has entered into an Agreement whereby only an identity card is required.

Antigua and Barbuda, Grenada, Haiti, Saint Kitts and Nevis, Saint Vincent and the Grenadines, Saint Lucia and Suriname require a visa to enter Uruguay. Such visa will be provided upon arrival to the Delegates coming from countries where there is no Uruguayan Consulate or Embassy. 

In this case, the Delegates are requested to send a fax or an e-mail with the following information to the Pro-Tempore Secretariat before March 20, 2012:

Full name.

Nationality and passport No.

Personal data (address, telephone, fax and e-mail).

Ministry/Organization.          

According to the provisions of Article 36 of the CMDA Regulations the proposals for the topics stated in paragraphs a. b. c. d. and e. of such article should be forwarded as soon as possible.

Likewise, in order to make the corresponding logistic and administrative plans, the number and names of the members of each Delegation should also be forwarded.  The registration form for the Head of Delegation and Delegates will soon be available at http://www.mdn.gub.uy/?q=xcdma-001.

October 2012 - Preparatory Meeting for the CDMA

Invitation to the Preparatory Meeting of the X CMDA - Uruguay 

According to the decision in the Ninth Conference of Defense Ministers of the Americas, held in the city of Santa Cruz de la Sierra, Bolivia, from 22 to 25 November 2010, the Pro Tempore Secretariat is pleased to report "the Tenth Conference of Defense Ministers of the Americas" to be held in October 2012 in Montevideo, Oriental Republic of Uruguay.
The aspects of the conference will be discussed in the "Preparatory Meeting" which will take place on 16 and April 17, 2012, in Montevideo, Oriental Republic of Uruguay.
